A 411 is a request for the address and phone number associated with a certain name. They can be made for persons or businesses. Do 411 calls cost money?
411 calls using the 411 code do cost money, which will show up on your phone bill under its own heading. However there are free 411 lines operated independently of your phone company, these lines are usually 1-800 numbers and so cost nothing to you. Many cell phone carriers also run free 411 lines for their customers.
What if I have a phone number but not a name?
If that is the case, you are looking for a reverse 411. In reverse 411 a company looks up the information registered to a phone number. They can give you the name of the person on company that owns the phone number, as well as a mailing address.
